OpenProject is free for commercial use. However, there are many obstacles related to the OpenProject Community edition, e.g., the budgeting plugin seems to apply universally across all projects, even when intended for a single project. Additionally, the absence of a baseline feature hinders comparing performance against a predefined standard. 

Handling the timeline is not flexible enough. The free version lacks essential features for project resource management like resource allocation (to spot overloads), resource leveling, resource calendars, and resource availability percentage.  This PM tool appears to be predominantly tailored for software development teams and Agile methodology, making creating a traditional waterfall Work Breakdown Structure (WBS) more challenging and necessitating greater mental discipline. 

Also, the free version has only a basic system of permissions, and importing and exporting from/to MS Project (the industry standard) is not easy or complete.
